Brand new 8.1 install can't load Home

Cannot redeclare mb_convert_encoding() (previously declared in /home/toeweb/public_html/DEV/concrete/vendor/symfony/polyfill-mbstring/bootstrap.php:19)
That's what I get when I try to view my project (brand new install on new GoDaddy dedicated server) It's been a frustrating series of events. I'm sure I'm missing something obvious (to someone else)
