I currently have a 1and1 beginner account, before I pay more money and upgrade. The looks of it the beginner account doesn't let me have access to MySQL Administration.
So can I still use concrete5 on 1and1 beginner account? is there another way around this?

personally, just switch to host gator, cheaper and just as good (with better cpanel and support)

You may be able to help on another matter. Im looking at a complete redesign for my website! I currently have a website on that 1&1 account which i designed and upload via dreamweaver but I want to replace the whole site and make it c5 compatible (for editing).
not sure you could advice in anyway?
I am thinking the only way is to delete my current site first and start fresh or can I build c5 in background and move over when complete?
or even possible make my current site c5 editable and I can make the changes as I go along!

You can (and should) build the C5 site in the background and leave your existing site up until the new one is ready. Just put it all in a subfolder, so if your current site ishttp://myawesomesite.com/, you could have the new concrete5 site inhttp://myawesomesite.com/c5upgrade...
Then when everything is ready, you can delete (but backup first!) the files for the original site, then move out all the files in the "c5upgrade" folder to the top-level, change the "RewriteBase" line in the .htaccess file, and change the "DIR_REL" line in config/site.php.

Went by your advice and now I have finally completed the website! and moved from sub folder to main site with no prob (so far) also with help from:

The home package will give you php and 1 mysql database, so it's suitable for a single C5 installation. However, it's worth noting that even with home, you don't get access to Cron Jobs, so if you want to regularly update your sitemap.xml or your search index, then you can't do that with a cron. Might not be a problem for you though...
Cron Jobs are available on 1&1 Business...
