Can someone help? Permissions for uploads via file manager are not being set to 777

Hi,
When use the file manager to upload images etc, it places them in my server in the /files/ folder in certain subdirectories, this subdirectories should have 777 permissions so everyone can view them, however they don't automatically. This means I get no thumbnails, that the images don't show up in the site and that I can't edit them.
When I use my ftp client and login to my website and change the permissions so everything is 777, they all suddenly work. This is fine if I was running the site, but my client isn't going to want to have to login and change the permissions everytime.
Can anyone advise on why this is happening? and how I can fix this?
