Can't connect to community from localhost

Total newbie trying to pick a CMS.

I installed C5 from Webmatrix, ran the site on localhost, and can't figure out how to connect to the community to download add-ons.

I get this error: "No page could be found at this address."

Following the advice on this other post (http://www.concrete5.org/community/forums/installation/concrete_on_... ) I changed the project site name to Tdev.local using the Sitewide Settings->Site Name option. Same error as above.

Hi,

You should check that allow_url_fopen is enabled and CURL is installed and enabled.

If they are all installed and enabled you should check that concrete5.org is blocked by your server/localhost setup/firewall.

Webmatrix installs C5 with IIS. Any idea what the equivalent setup is with IIS?

Really, Webmatrix packages are supposed to be "just click to install and start coding." Since I see other people are having the same problem, I wonder if there is a error in the C5 setup files for Webmatrix.
