Cannot save addons

Hi all,
I am trying to install an Addon and I seem to get the following error whenever I do it.
The following errors occurred when attempting to process your request:
* Concrete was not able to save the package after download.
I am running on localhost and have successfully installed in the past on the same setup. It also occurs when I try to update to 5.4.1
Any ideas?
