concrete5 cannot parse the PATH_INFO or ORIG_PATH_INFO information provided by your server

I know. I know. This has been an issue for YEARS. But I have tried everything I have found online. ie set open_basedir to none. I am still getting this error.
Little background... this is a brand new CentOS7 server with plesk obsidian.
The funniest thing is I am only trying to install an instance of C5 in order to check my other site (which have errors since migrating from CentOS6).
Anyone input greatly appreciated

I finally got it to not show the alert next to "Supports concrete5 request URLs"
Set open_basedir to none. QUIT browser and rerun the "Testing Environment" page. Cached??
