Concrete5.6.3 Caching problem

We're having problems clearing the cached files that Concrete5.6.3 creates. As changes are made the cache is not cleared automatically and pages load w/o the changes showing even though we get the message that the pages have been published.
We've tried doing a reinstall. That doesn't solve the problem. We clear the cache using the Clear cache function on the dashboard and that doesn't do the job either. We've even gone to the caching folder on the server and cleared the files there. The pages on the site continue to show the older version even after the cache is cleared for a minute of 10 minutes or longer and then the new changes show.
This problem started occuring after a WordPress add-on was removed from the site.
Is there any way to do a complete reinstall manually to overwrite and remove the corrupted files? Or are there specific folders and files that have to be removed from our site that WordPress created?
Solving this problem is beyond our skill level. Does anyone have suggestions?
