Connected to community then it stops working

First I have searched the docs and forum for a solution but nothing fits my problem well.
I've had a few C5 installs and this is the first time I've encountered this.
Following clean install and restore of dev database the site worked fine. I connected to the community successfully but then got the curl not enabled message.
I then accessed the dashboard from my laptop a few hours later and the problem had gone away. I was able to install an add-on from the marketplace from the dashboard.
Then the curl not enabled message came back. I have tried to retrace my steps but with no luck.
I ensured curl was enabled by running phpinfo (CURL support enabled
CURL Information libcurl/7.15.5 OpenSSL/0.9.8b zlib/1.2.3 libidn/0.6.5 )
Clearly it *was* ok but something has caused it to stop. All IO did was try to install a second free add-on.
The host is still on php 5.1.6 but are about to upgrade to 5.2, however as one install did work I am confused.
Is there anything else that can be going wrong here?
