Copy Dev to Root

I'm running into an issue. I managed once, and only once, to get an install to go through with 5.8. I don't know what I did to make it happen but it worked in a dev folder, aptly named dev_5_8...
Anyway, I've tried over and over and I get the "Beginning Installation" but never goes anywhere screen no matter what I do...
I've upped my memory as much as my host allows, I've upped execution time... nothing works... So!
I tried copying the folder contents to the root and I made a copy of the database and for some reason, after doing this, my dashboard and possibly more areas are broken. (see attachments for a dev folder view and root view... a.k.a good / bad...
As you can see in the attached screenshots of the members page and the welcome page things are broken...
What might be causing this and for the love of concrete has anyone figured out what is plaguing so many users with the inability to perform a web based install? I don't have CLI access with my host and having to install this way after using a web based installer for years kind of suck :(
