Copying original/admin user access level permissions for another user

From what I can tell the original user account (admin created during installation) has unlimited access & permissions independently of what Group(s)/permissions are applied throughout the site.
Can this unlimited access be granted to other users created in the system?
In some cases making the user part of the Administrator group isn't good enough for permissions because that user can't access or change the permissions of an area of the site that the original admin neglected to give them access to. Not that... I woulda... made that mistake or anything...
I couldn't find anything in the user attribute tables that sets the original user account apart from created users.

Unfortunately that still doesn't give full permissions- for example if page permissions don't include the Administrator Group and an Administrator Group member tries to access that page's permissions, she can't.
So in effect if I decide to manually set the page permissions I have make sure the proper group/users have permission and that the Administrator group has permission.
The difference with the master admin is that it bypasses those group permissions and is allowed to access everything regardless- I'd like to duplicate that access level on another user.

The best work-around that I've found is that the other user can go to my account and use the "Sign in as User" button. Less than ideal, but better than nothing.
Now that I'm aware of the limitation at least it's easy enough to just make sure all future pages/sub-page areas have Administrator Group full access.

If I do this, will this stop the client from destroying the website with one fell swoop?
I am looking to basically give the client Admin privaleges, but I'm not sure what to turn off so he doesn't destroy the site by accident!

You can make a user somewhat of a master admin by doing the following.
1. Assign the user to the admin group
2. Click "Site wide Settings" then "Access"
3. Scroll down and find the box titled "Other Permissions" and Click "Click here to modify other permissions"
4. Scroll down to the box titled "Administrators".
5. Switch all of the variables to "Yes"
