I think this is implied by saying we should not change files in core.
But if possible I would like an explicit answer. With the exception of updates.... Does the administrative login/Dashboard change anything in the /concrete folder or directory?
I assume any administrative changes go in the database. So when I upload my localhost changes I DO NOT need to upload the /concrete folder. All I need to upload are the other root/folders and import my modified database.
Is that assumption correct? If someone has an answer it would be greatly appreciated. That would save uploading 2,451 files every time I update (I have slow 3G upload speed).

yes.
All data (except the files uploaded, addons, themes blocks, etc) are stored in the database, so no you do not need to upload the /concrete folder everytime.
