deleting to start from scratch

Hello,
After a site migration, I'm having many problems with my site so I decided to delete everything and re-install...
The problem I'm having is I can't delete all the site. The "files" folder won't delete, due to some permissions issue, it would seem...
Anyone knows how to override this and get rid of this unwanted folder.
I believe that if I try to re-install with this folder still in place, it will screw things up worst...

If you cant delete it just rename it to something obscure like unwanted_junk

I seem to remember having the same issue a few years ago on a html site,
I ended up deleting the sub folders a few at a time and was eventually able to delete the main folder,
Could be a server issue,

I've contacted the admin of the server... Admin permissions will probably do it...
