Design and custom template background format broken after upgrade to 5.7.5

Hello Everyone,
After upgrading from 5.7.4.2 to 5.7.5.1, the site works well as far as I can tell however when you go to edit mode and choose Design and custom template options for any block, the proper screen opens okay but if you click on any of the options such as advanced (custom classes), shadows, padding, etc... , the background is all messed up. Seems like the CSS is not loading or something. Has the path to CSS changed from one version to another? Or may be a typo in a file somewhere causing this?
I have tried this on two different web sites and also with fresh installs. Same problem. Anyone know if this is a common issue? Regardless, is there a workaround I can try?
