Empty config folder

I am installing 8.5.5 but have hit the following error during installation.
"file_put_contents(/home/newforestbees.co.uk/public_html/V2/application/config/database.php): failed to open stream: Permission denied."
Having checked the contents of the zip file there isn't anything in the folder.
I haven't come across this problem in any earlier version.
Anyone got any ideas?

I suggest checking the permissions on your server. The folders application/config/, packages/ and updates/ need to be writable by the web server.
