Error after install 5.7.3.1

I just installed 5.7.3.1 on a new cpanel server with jumpline. I get all green check marks then when it goes to the site I get the following messages:
This is on the login page:
An unexpected error occurred.
PHP Startup: Unable to load dynamic library '/usr/local/lib/php/extensions/no-debug-non-zts-20100525/apc.so' - /usr/local/lib/php/extensions/no-debug-non-zts-20100525/apc.so: cannot open shared object file: No such file or directory
after I log in I get a blank page with the top menu bar and the following messages:
An unexpected error occurred.
file_exists(): open_basedir restriction in effect. File(/usr/local/apache/htdocs/fonts.googleapis.com/css?family=Titillium+Web:200,400,700,900) is not within the allowed path(s): (/home:/tmp)

If I select back to home it refreshes and shows the same thing.
Any help is greatly appreciated.

Thought I would take a look at concrete 5 again and get the same error you are. Guess I will just uninstall it and not take a look at it...
