Error when installing fresh 5.5.1: ContentBlockController not found

I get the following error when trying to do a fresh install of 5.5.1:
ContentBlockController not found. Please check that the block controller file contains the correct class name.

It seems it occurs when the installation is trying to create block types.

It's a fresh install for a new site but the server is the same I have been using for 5.4.2 without problems.
