Missing files in latest download???

Just downloaded the latest version 8.1.0 and unpacked the files onto my server. Now I'm using a Windows Server and PHP 5.6.19. All other PHP systems are running fine, just cannot get this to install.
Have also tried this on another host that is purely based on PHP and still getting the 'Fatal error: require(): Failed opening required 'concrete/dispatcher.php' ' error message.
I don't think the zip file has been created with all the necessary files.

I just checked an the dispatcher.php exists there.
A problem could be that the upload of the files didn't succeed or that not all files have been extracted from the zip file? You would have to check the error logs of the programs you used to perform these actions.
