Folders layout

Im still having issues with pictures,
Ive tried to change my default folder for images, but its still putting them in the files folder
also
when Ive installed 5.4.1 I seam to have duplicate folders/
inside concrete and out side of that path.
the ones on the outside do not have any files in them.
for example,
public_html\blocks is empty
public_html\concrete\blocks has files
is this correct.?
