HELP-Unable to generate a marketplace token-

I receive this message is I try and connect to the market place OR I try to get more themes
Unable to generate a marketplace token. Please ensure that allow_url_fopen is turned on, or that cURL is enabled on your server. If these are both true, It's possible your site's IP address may be blacklisted for some reason on our server. Please ask your webhost what your site's outgoing cURL request IP address is, and email it to us at help@concrete5.org.
Now, I tryed this with my web hosts installer with version 5.5.1...error, uninstalled and reinstalled the say way...still the same error. I downloaded version 5.5.2 and installed manualy, site installed with out error, try to get more themes and I get the same error message.
Now the last version of this I used was 5.4.1.1 and things have changed a LOT....I for the life of me can not figure this out. I have found some posted to add in some extra coding on line 185 in the helpfoler file name "file.php" and this does nothing but prevent the program from loading. Please help, all I want to do is use a different theme and can not get past this error.
