Seems i can put this issue to bed.

Seems it is recurring problem from before. My VPS uses Plesk Panel and every time it updates the version it causes a permission error to occur for setting up MkDIR command inside Apache.

I went back and review my service Tickets with Hostway, and sure enough there it was, exactly same problem and line 30 and everything.
they are going in to correct the issue and reset the permissions necessary.

thanks to all so if this happens to you then you might also know the problem and resolution.

so in my opinion this ticket is now closed.

Now I have already set the php Settings for the Safe Mode to OFF on my server

Can anyone shed some light on this error message not certain why this should be occurring

all install config testing requirements are correct and ready to go, just keep getting this error message????? How can I correct plse???
