Input file not specified. Where are we at with this in late 2010?

I just starting running some pre-existing C5 sites on a new machine for dev purposes.
The dev environment is windows running Zend Server.
Pretty urls are set.
Home pages come up but any other page gives the notorious "Input file not specified" error, which has often been discussed on this forum.
I tried various solutions, including one from Andrew himself, but the only one that worked was the one described here:

Why do I have to do this? Is this really the best solution? I now have a silly extra file on my dev sites which is not required on the live sites. All this file contains is a require of the original target, index.php

Can this not be fixed within C5 in some way?
