Install error - "file_put_contents(): Exclusive locks not supported"

Screenshot of entire error message attached. I've never got this error before and I'm not sure what it means. Installing on a webhost I've never used before (StartLogic) for a client. Help?
Hi me again - I just tried installing an empty site without the dummy site data and it installed just fine. I would still like to know what possibly happened though for future reference? Thanks

I get the same error now whenever uploading media to the file manager. Screenshot attached. I will probably cross post this in another section.......
