Install with local environment variable

Hello,

I'm trying to install concrete 5 on my local vm with an environment variable of:

CONCRETE5_ENV = local

When I load the site I get the error message "Database [] not configured".

I would install without the variable on my local but it defaults to 'production'. Is there a way to begin installation in the local enviroment?
