Help Needed - Installation Problems on WAMP

Does no one have any idea what might be causing this? It has been 4 days since I posted this and I have seen newer posts being answered several times. Please, if someone knows what I may be doing wrong, I need to get this up and working. I think Concrete5 is the perfect CMS and I would hate to be forced to switch to something that is harder to use simply because I can't get htmldiff.py working.

I am using WampServer2 on a Windows XP Pro system. I have successfully installed Python and have tested to make sure that it works. I have installed concrete5 in the directory "C:\wamp\www\concrete5\". I have changed the permissions on the concrete5 directory to allow full access to the "Everyone" group and have replaced permissions on all child objects. I have double checked that the htmldiff.py file has "Full Control" for the "Everyone" group. I have also verified in phpinfo that safe_mode is turned off. I am still receiving the error upon accessing the initial install screen for concrete5 that states: "Version Comparison Available
You must chmod 755 concrete/libraries/3rdparty/htmldiff.py and disable PHP safe mode." Does anyone have any idea how to get this working on Windows XP using WampServer2? I would like to use concrete5 to test out some application development ideas I have, but will not be able to if I don't get every feature of concrete5 working and get a good understanding of how it works. Thanks in advance for any and all help.
