Installed Concrete541 (but not in site root directory - now links to anything not working

Assume I have to change the BASE_URL or similar - is this done in config.php or in the mythical (I cant find it anyway) config/site.php???

Anyone's example would be a great help.

site.php is generated by the setup of Concrete5
and is located within <root>/concrete/config/site.php
you can change the BASE_URL there.
