keeps saying "connection refused"

SQLSTATE[HY000] [2002] Connection refused

I am unable to install this. is it possible one of you could help me?

This error is shown when the database information you have provided is incorrect. Check your username and password.

It is also important that you database environment is up. So make sure you MysqlService is running. The server it self is mostly localhost or 127.0.0.1.

Is MySQL running?

Is this a local or remote set up?

Are your port settings right?

Are you using ‘localhost’ in your settings?
