Mail Setting and Attributes Missing[solved]

I thought there was a new set of additional panels added the the dash board. however when I look in the settings area of the dash board the mail setup panel is not there. I checked the server, and there appears to be a mail folder under single pages/dashboard. so what am I missing here.
I also seem to be missing the attributes tab as well. If I look at the site map, I can expand settings and visit Email and the page works, but if I click on the settings button on the side bar, all I get are General, Access, and Debug. But the email page shows me General, Access, Email, Debug, Attributes.

anyone ? Bug ? Anyone else able to see the mail settings and other attributes page in the dashboard correctly ? I took a look at the single pages, mail is part of the settings folder structure, but it doesn't appear to be in the single page for settings nor the attribute set. I Checked 5.3.3 and 5.3.3.1 neither of the downloads seem to include mail and attributes in the settings single page for the dashboard.

I don't have an email button, or an extra attributes button. I checked my single pages, for the dashboard and they don't include email in them, not even the new copies I downloaded seem to include email. So while I can use site map to access it, its not in the settings menu. So I am trying to figure out what is happening here.
It seems that in the process of uploading information, my ftp kept some of the files. I wiped out controllers, single pages, and a few other folders for concrete and moved them back over again. all is working now.
