Mailer Add-On Installed, But Not Visible in Block List

I've Installed the "Mailer" add-on, and it appears on my "Add Functionality" list as "Currently Installed". But it does not appear on the block list when I try to "Add Block". I tried going to the Marketplace Add-Ons page and installing it from there, and the same thing happened. It is listed as installed, but I can't find it in the block list. Other installed Add-Ons are working fine.
I know this problem has been discussed before. I followed this thread and its various links, and tried the suggestions they contained:

But nothing there helped me. Replacing the adodb-xmlschema03.inc.php file does nothing; my copy of that file is already identical to the one at github. I have set permissions to 777 on /files, /packages, and /updates, which also doesn't help.
Any other suggestions? Or, simply, is there another basic mailer add-on besides "Mailing List" and "MailMonkey"?

You should probably post this in the support forum for that addon -- click the "Support" link in the sidebar of its marketplace page.
From the discussion thread linked above, it's apparent that this problem has affected other add-ons also. But I'll try the support page, too. Thanks for the suggestion.
