Members of the administrators group cant add pages

Updated site from 5.5.2.1 to 5.6.0.1 and members of the administrators group cant add or approve pages now.
Advanced permissions are not set as they are not really needed for this site, but admin users could add pages and approve before without advanced permissions set.
I tried the same on another test site and the same happened. I tried a fresh install and no problems so it seems to be when updating from 5.5.2.1
I have searched settings and posts and cant find anything.
Any ideas?

I am experiencing this same issue...
Concrete 5.6.0.1 which upgraded after some trials from 5.5.2.1
A second user (we'll call subadmin) has been created and put in the administrators group. They are able to make edits to the page, but they are not able to publish (approve) them.
I've checked that they have edit access on the page (they do). I've checked that they have edit access in the site permissions area (they do).
Is there a setting somewhere for approve permissions now?
Is this something that could be fixed if I put the site into advanced permission mode (something I wasn't planning on doing).

I'm not sure where this is exactly coming from... But I was able to confirm it wasn't happening on every page on my site.. I then went and looked at the PagePermissions table, and for group 3 (administrators), I noted that on the page I was working on, it didn't have the "av" permission flag.
So I added the av flag to the list, saved, logged out and back in, and the problem continued.
I then removed the permission line for the administrators group for that page from my table all together. At which point (even prior to logging out and back in), it started working.
I may keep digging here, but is it possible that this old permission system was replaced with something newer, and the old permissions are somehow uneditable, and overriding the new permissions? (I don't know what all changed in 5.6 code wise, so I'm taking a stab in the dark as to why this might be happening in upgrades, and why removing this row from the database seem to work, while still keeping permissions assigned according to the admin).

Adding one more thing to this... I dont think it was the database modification that "fixed it". but rather the following steps as the user:
1) Go into edit mode
2) Go into permissions.
3) Hit save
4) Exit edit mode
5) See if the approve button appears.
This seem to solve the problem on the pages where the permissions weren't allowing a member of administrators to save.

That worked for me.. follow jjdb210 steps. Edit the page permissions and just hit save (no need to change anything) and the add sub page appears and you can approve.

I had the same issue. For me it was solved by going into Permissions / Site Access, unticking and saving 'Edit Accss - Administrators', then applying that again. I was then able to add sub pages from the context menu of a page on the Full Site Map (which I could not do post the upgrade).
Same problem with the files uploaded by other users, after updating from 5.5.1 to 5.6.0.1. users can see only files uploaded by themselves.
Removing all permission and define them again solved the problem. (dashboard/system/permissions/files/)

Have a look at 'yourdomain.com/index.php/dashboard/system/permissions/site/' and make sure your Administrators have Edit Access (as in attached screen shot).
