Migrated Install loading slowly

I've been working on a Concrete5 site hosted on WebHostingPad without issue. Earlier this week I migrated the site to iPower, and now pages take 8-15 seconds to load.
Searches for existing help topics yielded suggestions of moving servers, clearing caches, etc, but I feel I've effectively proven these aren't the issues. I contacted iPower Support, who told me the server load looks completely fine. So...

Using Firebug, I consistently see the initial GET is anywhere from 6-10 seconds- way too long for a site this small.

The install is running C5 5.4.0.5
I really like what I've seen of C5, and would like to start implementing it, but this issue has been a massive headache. Any suggestions would be greatly appreciated.

Clearing and then disabling the cache seemed to trim a few seconds off the GET, but it still takes too long...
Can you upgrade to 5.4.1 and enable some of the new cache features?
I did find that disabling the statistics cut a second off initial load times.
