Moving Site Issue

Greetings,
I've gone through the instructions on moving a site but I find them somewhat confusing.
My current install is under /public_html/tmrtest. I simply want to move it out of the /tmrtest directory. However, there's already a concrete directory at that level (mostly empty) that was created when I did the initial install on the server.
Do I delete that directory and just move all the files and directories from /tmrtest up one level (this is the conflict, because there is a concrete directory within the /tmrtest directory AND the level above)?
