New installation cannot be EDITTED!

On this new install admin seems to login but does not get the EDIT option on any page. This started on a previous install. I could not believe the fact that the EDIT disappeared. I uninstalled, deleted the site, totally reinstalled. still has the same problem. Is this a level problem?
1) what and where are you installing from
i.e. simple scripts??
straight from version 5.6.2.1 ??
2)type of server?
5)this is with default themes ?
4)after install you don't have an edit button but do you have a dashboard can you reach dashboard by visiting yoururl.com/dashboard or yoururl.com/index.php/dashboard
*note if this was a simple scripts install - try a manual install
