Page cannot be seen unless logged in

Trying to fix a page cannot be found issue I reverted back to the original version and deleted all edited versions of the "Blog" page. Now I can access the blog page when signed in as an admin but a regular user does not see the "blog" link or have access. I have tried resetting the permissions on the page to allow guests to see but this is not correcting the issue - it seems as though it is not saving that permission
Maybe the page needs approving/publishing before it becomes generally visible.

I tried editing the page and approving for publishing - that did not change this issue.
It seems as though there is a block somewhere allowing this page to be seen only by the admin. I just cannot figure out where that block is...

While testing things out I changed the site permission for my search page and unchecked "guests" so that now the search page cannot be seen unless logged in. I have tried to go back and re-check "guests" to allow it to be seen when not logged in but it will not revert.
