Page forbidden after upgrade to 5602

Upgraded from 5.5.2.1 to 5.6.0.2, had to do it manually.
Since then, all users (except admin) have been getting a "Page Forbidden You are not authorized to access this page" screen upon log in.
I don't have any overrides. There was a custom theme in there, but it's not in use so I removed it. Also noticed that when I did the upgrade, the server switched itself from public to private.
Any ideas?

did you find out what the issue was ... i seem to be having something similar.
I am currently getting this for a site for all users including the admin?

Have a look at Dashboard->System and Settings->Site Access.
I have also had to upgrade from 5.5.2.1 -> 5.6.0 -> 5.6.1.2 -> 5.6.2.1
