i cant update my concrete to 5.4.0.4 because my provider has PHP configured to disable the execution of external programs.

This should be a new thread in the installation area. I'm moving it.
are you talking about uploading the whole package and unzipping it with winrar which they've disabled or something? In that case upload the files with FTP already unpacked.
