Rebuilt mysql, now unable to connect to localhost database

I've upgraded mysql, imported my database files and had to re-establish privileges to get things hooked up again. The problem is I cannot find the information to re-establish privileges for a concrete project I have. Does anyone know where concrete hides the user/password for the database? I really don't have the desire to start from scratch.
