Relocatting Servers

I have seen a few posts out there but none that seem to answer my question here.
I followed the instructions on the documentation for moving the site. I believer I have all files moved and appropriately permissioned. I installed the DB (both are cpanel sites and used same db name and user and both use localhost) and have changed settings in my config file.
I am curious about the Password Salt.. not sure what that is or if it effects migration.
I am getting a db connection error and I am stuck.
This is what I get
Unable to connect to database.
A database error occurred while processing this request.

Any insights or help appreciated.

DB is located on the new server, the sql uploaded fine, the config file looks accurate for all i can tell. I moved all files but just not sure if this password salt has anything to do with it.. Any other thoughts?
I am not sure that a fresh install of c5 will work as i tried this already and the db would not import without creating sql errors.

The password salt has nothing to do with the connection problem.
If the password salt was the wrong one, your password for logging in the dashboard would not work and would need to be reset. This would not prevent it from connecting to the database.
It sounds like you are having an issue with mysql as a fresh install of concrete5 under normal circumstances installs without error.
Were you able to get a fresh copy of concrete5 to install properly?
When you say you already attempted this, did you drop all the tables in the database before attempting to import the backup?

Thanks.. I reset the user name for the DB and that did it.. I do however have issues with my images for my theme.. none of them seem to be working.. probably a permission issue but not sure which folder to look at..

No problem at all. Glad you got it sorted out.
Is the new database located on the same server?
Make sure the username, database name, and password are correct for the new server.
If you still cant get it working from there, install a fresh copy of concrete5.
Take a look how the config file gets set up on the fresh install and see if there is anything you are missing.
