Setting EMAIL_DEFAULT

I am ready to give concrete5 the heave-ho. I am trying to find where the default email is set. Iread about /config/site file but I do not have one. I saw something in a /config/base file , do not have one of those either.

I am running the latest version.
Anyone have any ideas?
