Unable to send mail: 5.6.3.1

Form are not sending email. I went to /dashboard/system/mail/method/test_settings/test/
and got the following results.
With Default PHP Mail Function chosen I get the error "Unable to send mail." and when I choose External SMTP Server and set it with my gmail info I get the error "Permission denied"
When I view logs from the dashboard there is nothing from the tests but I do have Exception errors from the last Form submission.
Here is an example:
