Upgrade from 5.7.5 to 5.7.13 error

I attempted a one-click upgrade from 5.7.5 to 5.7.13 and received the following error:
The only reference that I found to this said to check and make sure that the core vendors file has content and it does. So does the update vendors file.
Any ideas why I got this error and what I can do to fix it?
Third party libraries not installed. Make sure that composer has required libraries in the concrete/ directory.
