Upgrading from 8.0.3 to the latest 8.2. Update not showing up explored multiple methods...

Howzit guys,
I having an issue upgrading C5. I have followed the installation documentation but this does not seem to be working. I have tried uploading the latest version of the concrete folder and also replacing the concrete folder with the new one. My environment info still reflects 8.0.3 and no update is found if I use the dashboard to update concrete.
Please help.

I just wanted to add that the site behaves as normal when I replace the root/concrete folder with the latest version. I find that strange but maybe a clue as-to whats going on here. I use Bluehost.
