Where can i find the language "en_US"? which is need for upgrading

Hi all,
Im trying to install 5.6.3.4 by manually upgrading from 5.6.1.1
Somehow the folder languages/en_US is needed for this. I cant seem to find it online, i submitted a ticket explaining to need for this file:

Where can i find this folder? I don't mind upgrading to a lower version, but the folder doesn't exist in 5.6.3.3, 5.6.3.2 or 5.6.3.1.
en_US should be the default language right? Why isnt this included in the zip?
