windows installation and friendly URL issues

I have C5 5.3.2 installed on Windows (IIS, PHP5, MySQL). When I turned on Friendly URLs and made the rewrite rules on the server, per the windows installation instructions, the pages work, but none of the support files are found (images, js or css files). I'm sure it has something to do with the path info, but i'm not sure how to modify C5 to fix this. Here is a link to the site with phpinfo() added to the index file so you can see what I'm working with -http://www.smartstartinc.com:84/....

If I take the phpinfo() function out then the only support files it will find are those that start with "index.php/" (/index.php/tools/css/themes/default/main.css).

Any help is much appreciated!

i dont think you have mod_rewrite installed that could be the problem can we see the site?

mod_rewrite is for apache installs. I followed the instructions for the C5 on a windows machine. I posted the URL to the site above with phpinfo() included. I can remove that if you want to see what it displays currently.
