8.4.2 Not all text is translated in global areas on Home page

I have a multilingual site with 2 locales.
I have blocks with all English text translated. When I use the blocks in a global area in a right sidebar on the Home page, some text is translated but some is not. But if I go to any other page, all text is translated.
Why is text only partially translated on the Home page?
Another weird behavior is that if a block is translated in a global area on a Home page, after submitting a form in the block, the new page (actually same page but the page address is used to pass variables to the controller) has the block untranslated. i.e. mysite.com is translated, but mysite.com/myblock/1 is not. But the same block on any other page is all translated. i.e. the same block is translated at mysite.com/page/myblock/1
How come?
