How do I get internationalisation to work in 5.7.3 ?

I just updated to 5.7.3 looking forward to try out the internationalisation update...
But I can't find it - or how to start it.

I found languages, but there is no way I can do anything other than change the default language - not add a language to make the site multilingual...

Any ideas ?

There should be several new pages, the one to add a language is located at: index.php/dashboard/system/multilingual/setup

if you do not see it, go to /index.php/tools/require/upgrade and click the little blue link to force an upgrade, then hit the blue button to upgrade.

I did that (for once it went without hitch) and I got a message saying the update was complete.

But nothing - no change
I then overwrote the concrete directory with the 5.7.3 version and deleted the ones in the upgrade directory - still nothing.

I think the problem is trying to develop on a LAMP stack - there are problems with ownership in Linux which I don't quite understand - I've discovered a file /application/config/generated_overrides/concrete.php which still refers to 5.7.2.

When I do /index.php/tools/require/upgrade I get file does not exist.

When I can find the patience, I'll do a fresh install

If you upgrade from 5.7.2, the page won't show up... so it's probably the upgrade script missed to install the multilingual dashboard page.
