Image title and description cannot write danish letters

I cannot seem to get the image title and description texts to show the danish letters æ, ø and å. Everywhere else they are showing perfectly.
Sometimes it helps to save a php-file as utf8 instead of ansi, but I cannot find which file to save? What can I do? Please help !
