You should probably contact Assim. He's in charge of the Arabic translation. He can be found here:

If you send him those files he can merge any changes with his and check them in. If you have trouble contacting him, let me know and I can try and get the translations in.

Thanks. Is there any way one can become the translation maintainer or coordinator? I already am the translation coordinator for the Debian Installer Project and OpenOffice.org and other projects.
I've provided translations since 5.3.1.1 (http://www.concrete5.org/community/forums/internationalization/update_po_for_5_3_1_1/#11904) and even worked on the RTL UI.
So, I would like to be the owner of the localization project.
