Why isn't a local time option built in?

On other CMS platforms we can set the local date format through the dashboard equivalent - why not on C5?
I just seem to read various hacks of the site files - which sometimes seem to work and sometimes not.
Why is it that hard for C5 to deliver that as part of the core package?
Sorry to sound negative - but it seems to be an issue that has gone on for years and end users are still struggling with it!

I haven't used it but I thought that the timezone feature in system & settings would do this for you?
I've posted this to a more recent thread about time zones as well. I've noticed that when I set the timezone it's an hour off anyway...

There is a setting to "Allow Users to Define Time Zones." Here is a walk-through guide I did:

Once it is enabled, they can choose a "Time Zone" in their profile, including the admin profile.
If the time is off, may need to change your PHP Timezone in the php.ini file. Here is a guide:
