Custom theme template to match Vbulletin Theme.

Hello,
I am creating a vbulletin based website but their CMS is pretty bad. I need a simple theme template to be made so it would match

Im only going to use this template to make static pages ect. Nothing fancy is needed like making the login system be integrated or anything.
I want the background to be #f0f0f0, the width of the page to be 1000px the white part. The navigation bar to be 900x width. And for it too look like in the theme.
Post a reply if you are willing to do this and an estimate of how much it would cost.

1. Do you want it to have a 2-column layout (as in the image)?
2. What 'areas' do you need? (Main, Sidebar, Main 2, etc.)
3. How soon do you need it?
4. Should I leave space for the Ad?
These are just some questions, more might come up during the design process...
