I need someone to create the following for me as soon as possible:

1.) I need to be able to upload a spreadsheet that has all usernames and passwords as well as the groups to which they belong. (Maybe just an enhancement of the "Multi-user Import" add-on?) Ideally, that same spreadsheet would include the list of groups, but that's a secondary goal.

2.) More importantly, I need to allow users to customize their own profile pages. By this I mean having access to the "Edit Page" toolbar so they can add/edit/move blocks, add layouts to areas, add sub-pages, and so on - without effecting any other users' pages. My guess is that this can be accomplished pretty easily by writing the utility script described above so that it will create a custom page for each user (not necessarily relying on the built-in member profile page) and giving each user write privileges to their page.

Please let me know much you will charge and how soon you can have it done. Extra points to those that can demonstrate previous C5 expertise (i.e. you already have some add-ons in the marketplace).
